The people who serve within the United States refugee resettlement system are its core infrastructure. The quality, consistency, and reach of services for arriving refugees depend directly on the capacity and well-being of the workforce that delivers them. The Annual Survey of Refugee Service Providers (ASRSP) is the first nationwide effort to understand this workforce systematically and to track how it changes over time. This report presents Wave 1, the first full wave, based on responses from 517 providers serving ORR-eligible populations across all 10 ORR regions, fielded in early 2026. It establishes a baseline against which future years can be measured. The data and findings are organized to support that year-over-year comparison. The picture that emerges from the ASRSP is of a committed, capable workforce operating under real and growing strain.
