Emma Shah is the Director of the Virtual Afghan Placement and Assistance (VAPA) program and leads the Uniting for Ukraine Support Line (U4USL) project. Prior to these roles, Emma served as the IRC Site Lead at Joint Base McGuire, Dix, Lakehurst (Fort Dix) during the Afghan evacuation operation, overseeing the processing and resettlement of over 15,000 Afghan newcomers. Emma has worked in refugee resettlement for over 12 years, including leading the development and implementation of refugee youth and family programs in Chicago, working with IDPs and refugees in West Bank, Palestine, and serving as a Program Officer for reception and placement (R&P) training with the IRC. Emma is passionate about creating welcoming and inclusive environments for all newcomers.
